LAKE COUNTY REPUBLICANS' CONSTITUTION
PREAMBLE The Lake County Republicans welcome the participation of all legal residents of Lake County, Minnesota, who are concerned with the implementation of honest, efficient, responsive government. The Lake County Republicans believe in the equality of all, as stated in the Declaration of Independence. We are therefore committed to equal representation and opportunity for all, and the preservation of the rights of each individual. ARTICLE I NAME, PURPOSE and OBJECTIVE, MEMBERSHIP SECTION 1. NAME: The name of this Basic Political Organizational Unit (BPOU) shall be the Lake County Republicans (hereinafter called the Party, or BPOU). SECTION 2. PURPOSE and OBJECTIVE: The purpose of the Party shall be the maintenance and advancement of Republican principles, especially as found in the Platform of the Republican Party of Minnesota. The objective of the Party shall be to secure the election of Republican officials, remembering always that in order to govern, Republican candidates must win elections. Endorsements are made with the firm expectation that our endorsed/elected candidates will also support the principles, purpose and Platform of the Republican Party to the best of their ability. SECTION 3. MEMBERSHIP: The membership of the Party shall be composed of all legal residents of Lake County who desire to support the purpose and objective of the Party. SECTION 4 MEETINGS: The BPOU may hold a monthly meeting either in person or online for all County Republicans, giving all persons present the right to engage their thoughts in an open meeting. Voting will then take place if needed by the Executive Committee. The Executive Committee may hold separate meetings online or in person when deemed needed by the chair, giving the Committee at least seven (7) day's notice. All monthly open meetings or executive meetings will automatically give time to speak to any visiting member from another BPOU, CD8, MNGOP or Endorsed Candidate, if they wish to do so without them being previously on the agenda. Time limit brief set by chair. SECTION 5 DUTIES: It shall be the duty of the Party. A) To organize Lake County and each Precinct or other voting unit within the district. B) To administer the affairs of the party within Lake County and to execute its programs. C) To Coordinate the campaigns of and to elect Republican – endorsed legislature candidates and candidates for such other public offices as are elected exclusively by residents of the county. D) To assist in the election of all other Republican endorsed candidates for public office who's constituency, when elected, will include residents of the county. ARTICLE 2 STRUCTURE A. PRECINCT PARTY ADMINISTRATION SECTION 1. PRECINCT CAUCUS: The regular biennial Precinct Caucus of this Party shall be called by the Party Chairperson in each even-numbered year as prescribed by the Minnesota Statutes. This caucus shall include election of a Chairperson and Deputy Chairperson from each precinct. Additional unofficial precinct meetings may be called by the precinct Chairperson or Deputy Chairperson to discuss issues, candidates and other matters of interest. SECTION 2. PRECINCT DELEGATES: The biennial caucus shall elect delegates to the BPOU Convention. The Lake County Executive Committee shall determine the apportionment of delegates based upon the vote cast in each precinct for the Republican candidate for Governor or President in the last preceding statewide general election. Each precinct shall be entitled to a minimum of two (2) delegates. SECTION 3. PRECINCT ALTERNATES: Such biennial caucuses may also elect a number of alternates to the BPOU Convention equal in number to the delegates elected from that precinct. SECTION 4. PRECINCT COMMITTEE: The Precinct Chairperson and Deputy Chairperson along with the elected delegates shall comprise the Precinct Committee of the precinct. B. BPOU CONVENTIONS, ENDORSEMENTS & BPOU Administration SECTION 1. CONVENTIONS: The BPOU Convention shall be held each year during the period set by the State Executive Committee, and the BPOU Executive Committee shall determine the time and place of the convention. Special Lake County BPOU Conventions may be held at any time deemed necessary by a majority of the members of the BPOU Executive Committee, provided that a minimum of two (2) weeks' notice, in writing, be sent to each delegate and alternate. SECTION 2. COMPOSITION: The BPOU Conventions shall be composed of the delegates elected at the most recent precinct caucuses as required by state law. At all BPOU conventions the first order of business shall be the temporary credentials report. The convention shall proceed with the seating of delegates or their alternates. Missing delegates shall be replaced first by their own precinct alternates, but cross-seating shall be allowed on the authority of the credentials committee. SECTION 3. ELECTION OF BPOU OFFICERS: Those annual Conventions held in odd-numbered years shall elect from the membership of the BPOU a Chair, Deputy Chair, Secretary and Treasurer, and should also try to elect a First, Second and Third Vice Chair. These officers will serve as the BPOU Executive Committee. Those elected for these positions shall serve until the next odd-numbered year BPOU Convention. The Executive Committee may also appoint officers to any vacant position for the remainder of a term. Any executive officer may within their two (2) year term step down, or, to a lower position and promote another executive officer to take their position. With agreement of 2/3 (two third's) of the executive committee. SECTION 4. STATE AND DISTRICT CONVENTION: BPOU Conventions in even-numbered years shall elect from the membership of the BPOU the Delegates and Alternates to the CD8 District and State Republican Conventions. Alternates will be assigned a numerical ranking by number of votes received. The ranking for any tie votes for Alternate will be decided by coin toss. If the BPOU is unable to fill all Delegate slots for an 8th CD or State convention, after canvassing all elected Delegates and Alternates the BPOU Executive committee may appoint Alternates from the BPOU Convention membership to fill the empty slots. This appointment shall be temporary, for the designated 8th District or State convention. Permanent appointments may be made in the event a Delegate or Alternate becomes unable to serve the remainder of a term. Appointed Alternates shall be ranked lower than elected Alternates. When possible, a Delegate or Alternate vacancy shall be filled by election at the next BPOU convention. Notification of such substitution shall be given to the appropriate Party leadership including the Convention Credentials Committee and our current Lake County delegation, notifying them that this substitution is mandated by our Lake County Republicans Constitution. SECTION 5. STATE CENTRAL COMMITTEE DELEGATES AND ALTERNATES: BPOU Conventions in odd-numbered years shall elect from the membership of the BPOU the State Central Committee delegates and alternates. SECTION 6. QUORUM: When the delegates and seated alternates equal one third of the delegates elected at the most recent precinct caucus, according to the final Credentials Report of the Convention, this shall constitute a quorum for the transaction of any business of the Convention. SECTION 7. COMMITTEES: The BPOU officers and any Vice Chairs comprise the BPOU Executive Committee. Chairpersons of any other BPOU Committees may be added to the Executive Committee at the discretion of the BPOU Chair. Prior to the convening of any Lake County Convention the Lake County Chair and/or Deputy Chair shall appoint as needed the following pre-convention committees from the duly elected delegates and/or alternates to the Convention. a. Credentials Committee b. Rules Committee c. Resolutions Committee d. Nominating Committee e. Standing Constitution Committee f. Such other Committees as circumstances dictate SECTION 8. ENDORSING CONVENTIONS: At any endorsing convention that may be held, delegates seated at the convention may endorse candidates for public office by a vote of 60% of the delegates and seated alternates, based on the final credentials report provided, however, that such endorsement shall be advisory only and that delegates to the District and State Conventions shall not be bound by such endorsement. SECTION 9. AMENDMENTS: This Constitution may be amended by a two-thirds (2/3) vote of the delegates present at any BPOU Convention, provided that the proposed amendments be first referred to a duly appointed Constitution Committee, and that the Official Convention Call will indicate that constitutional amendments will be considered. |
